no waiting period---pay for it, take it home immediately
a person purchases any type of firearm that suits him, regardless of
caliber or firepower---no restrictions on select-fire capability or
magazine capacity
no one-gun-per-month silliness
the ATF yellow sheet disappears
the make, model, caliber and serial number is provided to the State,
but not to federal authorities
no special requirement shall apply to security of storage of weapons
and no penalties would apply if, despite reasonable precautions,
weapons were misused by thieves or other unauthorized persons
no restrictions shall apply to use of firearms upon one's own
property, providing that the public is not endangered by such use
no personal liability insurance requirements shall apply that exceed
current automobile policy limits and premium prices
public schools will be encouraged to provide cirricula for the safe
and responsible operation of firearms, with appropriate discounts
applied to liability insurance premiums for successful completion
no age restrictions shall apply to firearms that are more stringent
than the respective State's current requirements for driver's licenses
no license or permit is necessary unless the weapon is carried about
one's person on property other than the private property of the owner
persons not desiring others to carry weapons upon their property would
be required to provide secure storage at the door
the person's State of domicile is required to issue a carry permit
(much like a driver's license) upon a person's demonstration of
his physical ability and competence to safely operate various firearms
said permit would be honored by all other States and would be subject
to no regulation by federal authorities
as long as a person possesses a valid carry permit, he is authorized
to carry whatever weapon he chooses, wherever he chooses to carry it,
for whatever purpose he deems appropriate, with no interference by
federal, state, or local law-enforcement officials
law-enforcement officials shall presume order and regularity when
observing a person in possession of a firearm or other weapon and
shall not interfere with any person carrying a weapon, unless
presented with probable cause to reasonably suspect irregularity,
disorder, or criminal activity
carrying of weapons while legally intoxicated or severely impared can
result in fines and suspension of carry-permits as provided by state
statutes
if and when the weapon is deployed, state or local authorities may
investigate, at their discretion, to determine that the deployment was
properly and responsibly conducted
should a person choose to transfer ownership of his weapon to another
party, he is required only to notify the State of the make, model,
caliber, serial number and the name/address of the new owner.
